BACKGROUND

The Latin American and Caribbean Council for Civil Registration, Identity and Vital Statistics

El Consejo Latinoamericano y del Caribe de Registro Civil, Identidad y Estadísticas Vitales (CLARCIEV) surge en el año 2005 como un organismo que agrupa a instituciones de registro civil de América Latina, con el objetivo de brindar un espacio para el intercambio de experiencias en registro e identificación de personas, y promover el apoyo entre las instituciones registrales para su fortalecimiento.

Busca promover el intercambio de experiencias entre instituciones de registro civil para apoyar su fortalecimiento. Asimismo, tiene la misión de promover la importancia del derecho a la identidad en la región, creando conciencia tanto entre los Estados como en la población sobre la necesidad de contar con instituciones de registro civil sólidas.

Se reúne anualmente en un país anfitrión, dónde asisten representantes de los registros civiles miembros para debatir diversos temas, exponer sus avances y alcanzar consensos. Por otro lado, adaptándose a la era de la tecnología, el CLARCIEV cuenta con su plataforma web como un medio fundamental para la comunicación entre registros, promoviendo el intercambio de experiencias continuamente así como facilitando la transferencia de conocimiento.

El CLARCIEV se reune anualmente. Mediante exposiciones y mesas de trabajo se genera un intercambio de información y conocimiento, actualizando a las instituciones sobre los avances en materia registral en la región y trazando compromisos para continuar su fortalecimiento. Cada reunión anual define su agenda en base a un tema elegido por los miembros a través de sus representantes en el Comité Directivo. Tras cada encuentro se produce una declaración que expresa los compromisos de las instituciones para seguir promoviendo su fortalecimiento.

NOTE: It is proposed that the president explain the objective of this assembly, why it is being held on the first day and what is the work of the Council (independently of the report of activities to be presented later on). The President will give an update on the Executive Plan approved two years ago, provide background on how CLARCIEV was created and share some thoughts on how the Council should move forward. In this space, each vice-president will present the work that they has been doing in their respective technical working group, so that all members can approve next steps, join and become actively engaged in working groups, and designate a person responsible for follow-up.

The Executive Secretariat of CLARCIEV will introduce the countries that have expressed their desire to host the XV Meeting of CLARCIEV. If there is more than one country interested, each of the candidates will speak for 5 minutes to express their interest in hosting the next CLARCIEV meeting (Voting ballots are distributed, the tally board is open, and the secret voting process takes place with each member depositing their ballot in the ballot box).

- Modernizing processes to improve service delivery.
An adequate provision of services not only improves the relationship of citizens with the State, but also contributes to improving the quality of life of people. The inclusion of new technologies provides new opportunities for government management to become more efficient, and identification systems play an essential role since most public services require verification of the identity of citizens. Without a robust identification system, the quality of the services provided to citizens may suffer. The objective of this panel is to present initiatives to modernize identity systems while at the same time improving the quality of public and private services.
