Ecuador is a country located in the northwest of South America. It limits by the North with Colombia, to the South and the East with Peru and the West with the Pacific Ocean. Ecuador is a multi-ethnic country with a great cultural, natural and archaeological wealth; located in the heat of the equatorial line, to latitude zero. It has 256,370 square kilometers of surface, being the smallest of the Andean countries, but has the greater biodiversity by squared meter of the continent.
Its capital is San Francisco of Quito, base of the main state organisms and the National Government and its bigger city is Santiago de Guayaquil, main seaport and important economic center. It is divided in 24 provinces, distributed in four natural regions: Amazonia, Coast, Mountain range, and Insular Region.
Ecuador has 55 volcanoes, 14 in active state, 14 inactive and 42 are passive, being the highest volcano the Chimborazo with 6,310 meters over the sea level. It is the country with the highest concentration of rivers by squared mile in the world. Is the main exporter of bananas world-wide and one of the main exporters of flowers, shrimps and cacao.
REGISTRY SYSTEM OF PEOPLE.
1. – Specialized Organism:
The Main Directorate of Civil Registry, Identification and Certification is the organism in charge of registering the vital facts and vital acts related to the civil status of Ecuadorians, foreigners who reside in Ecuador, and Ecuadorians residing abroad.
2. – Dependency:
Via an executive decree in August 13 the Minister for Telecommunications and Society Information was created, and was set in charge of supervising the reform and modernization of the Main Directorate of Civil Registry, Identification and Certification. This has administrative, financial and technical autonomy.
3.- Organizational chart of the Main Directorate of Civil Registry, Identification and Certification:
The Main Directorate of Civil Registry, Identification and Certification is represented administratively by the General Director. The General Director has national competence and organizes, executes, guards and, generally, administers all the subjects concerning the Direction of Civil Registry, Identification and Certification, as well as the other attributions and duties indicated in the law. It is of free appointment and removal from the Ministry of Government.
The Main Directorate of Civil Registry, Identification and Certification is conformed by the following organisms: Department of Civil Registry; Department of Certification; Administrative Technical Department; Legal department; and, Offices of Civil Registry, Identification and Certification.
4. – Functions:
It corresponds to Main directorate of Civil Registry, Identification and Certification the celebration of marriages, the inscription of the vital facts and vital acts regarding the civil status of people that reside in the territory of the Republic and the Ecuadorians that reside abroad, and their identification and certification. It has as a specific aim to organize these inscriptions, to grant the identity cards and identity and citizenship cards.
5. Identity cards in the Ecuadorian system:
The personal identity of the habitants of the Republic is proofed by means of the identity card or the certificate of identity and citizenship that are sent by the Offices of Civil Registry, Identification and Certification. The identity card intends to identify Ecuadorians and the foreigners admitted as residents. This certificate will be in addition, the suitable document to exercise the right to vote.
6.-Name of the Identity Document:
The personal identification of the Republic’s habitants is granted through the identity card or the certificate of identity and citizenship, which is provided by the Offices of Civil Registry, Identification and Certification.
