We are the forum of Latin America and the Caribbean focused on guaranteeing the right to identity of the people of this region made up of the national institutions in charge of civil registration, identity and identification.
We are the only specialized council in the region whose objective is for all people to have the civil registry of their birth, with an identity, with a legal personality and with the mechanisms and documents that allow it to be accredited to third parties.
We are nations that, through the exchange of experiences, good practices and knowledge, build a regional mechanism of cooperation and effective collaboration, so that all people in Latin America and the Caribbean can have full and effective recognition of their personality and identity.
We are a community that has the recognition of the countries that make up the Organization of American States, having been considered in the second plenary session held on June 14, 2016, with resolution AG/RES.2887 (XLVI-O/16 ), which mentions the following: “Considering that the Latin American and Caribbean Council on Civil Registry, Identity and Vital Statistics (CLARCIEV), in which the OAS currently serves as Executive Secretariat, is the institutional forum that since 2005 has promoted the "right to identity" and civil registration in the region, through inter-institutional linkage, as well as the exchange of knowledge and experiences between the institutions in charge of registering people, identifying them and keeping vital statistics.
We are a group of registrars who work every day from their country, to eradicate under-registration, comply with objective 16.9 of the SDGs by 2030 and to facilitate procedures, based on the regulations applicable to each nation, in order to that all people within their territory have the elements so that their identity can be recognized and accredited.
We are the regional unit interested in the protection of personal data, in guaranteeing the right to identity of people in mobility contexts, in the facilitation of registration processes and in the application of an interpretation under the pro-person and pro-person principles. best interest of children, exchange best practices for the best performance of their registry functions, in a spirit of cooperation and horizontal fraternity.
