Between November 18 and 21, the 11th Meeting of the Latin American and Caribbean Council of Civil Registry, Identity and Vital Statistics (CLARCIEV) was held in Panama City, Panama. The XI Encounter was organized by the Civil Registry Office of the Electoral Tribunal of Panama and the Program for the Universalization of Civil Identity in the Americas (PUICA) of the Department for Effective Public Management of the OAS.
The central theme of this XI Meeting was «Identification in Regional Migration: A Latin American Challenge». The keynote address provided by the OAS Representative in the Dominican Republic, Araceli Azuara, and the panel discussion presented the trends of migration in Latin America and the Caribbean and the problems faced by migrants who do not have identity documents And identification. The registry institutions of Mexico, Central and South America shared their strategies to serve the migrant population and provide them with identification documents to safeguard their human rights. To this end, strategies for interoperability, universal registration, training of public officials, among others, were presented.
During the meeting, 16 Latin American and Caribbean countries discussed progress in reducing under-reporting in the region and successful experiences to provide better registration and identification services to all citizens.
On the last day of the Meeting, the Assembly of Member States of CLARCIEV took place, and it approved the report of Peru as Presidency and of PUICA / OEA as Executive Secretariat of the Council. The report presented the work carried out by PUICA / OAS in its projects, among which the installation of hospital registry offices, support for registration in border areas in south and central America, capacity building through launch of the virtual course «Civil Registry and Right to Identity», and its work done in Haiti to ensure that all citizens over 18 years of age in that country can register and have access to their National Identification Card among other projects.
At the CLARCIEV Assembly, the new Presidency and 5 Vice-Presidencies were elected. The President for the period 2014 – 2016 will be Mr. Rudy Leonel Gallardo Rosales, Executive Director of the National Registry of Persons (RENAP) of Guatemala, while the vice presidencies were in charge of: Ecuador, Mexico, Honduras, Paraguay and Bolivia. Also at the CLARCIEV Assembly it was determined that the XII CLARCIEV Meeting will be held in Asunción Paraguay in 2015.
